TEACHING ASSISTANTS
In a recent survey of teaching assistants two-thirds of those who took part (66%) said they have not received enough training to deliver the curriculum.
Others said that on in-service training days (INSET days), which are meant to be used for staff development, they had been asked to clean classrooms and do photocopying.
Hundreds of teaching assistants say they don't have adequate training to deliver the Curriculum for Wales, says their union UNISON.

UNISON is celebrating after Merthyr Tydfil County Borough Council reversed its decision to reduce the ability of staff to get support from their unions.

PAY UP IMPORTANT UPDATE
Following our 2023 pay ballet results in the summer, UNISON's NJC Committee made the decision not to pursue industrial action. UNISON met with the other local government unions, GMB and Unite, on Wednesday 1 November, and the joint decision is to accept the pay offer for 2023 of an increase of £1,925 on all NJC pay points {pro rata'd for part-time and term time only staff). The pay award will be backdated to 1 April 2023.
We want to thank you for your patience while we have worked to resolve this year's pay dispute. The local government employers have been informed and our immediate priority is to get the money into the pay packets of our hardworking members as soon as possible. If you have any questions, please contact your local branch.
The NJC Committee will be meeting in November, and we are starting preparations for the 2024 pay campaign as a matter of urgency, starting with consulting on and submitting a joint pay claim. The fight to restore local government pay will continue and we plan to be stronger than ever to get fair pay for councils and school workers.

NJC STRIKE BALLOT
UNISON has been campaigning for a decent pay rise for council and school workers, who receive little recognition for their hard work.
Over the past 12 years, council and school staff have lost on average 25% from the value of their pay when measured against the Retail Price Index (RPI).
UNISON has called for a pay increase of inflation plus 2%, but employers are only offering a flat-rate increase. In a cost-of-living crisis, it's not good enough.

WINTER FUEL GRANT OPENS
UNISON's welfare charity, There for You, opens its annual programme offering grants of £200 next week - find out if you're eligible to apply
The winter fuel grant programme opens next week at 10am on Wednesday 25 January.
It offers a one-off, non-repayable grant of £200 to help UNIONS's most vulnerable low-income members and to help ease the worry of paying for their next fuel bill during the coldest months of the year.

SCHOOL SUPPORT STAFF MEMBERS
NEU members have voted to take industrial action over pay, as you may have seen reported in the media or heard being discussed in your school.
Schools support staff have already agreed their pay claim for 2022 which you will have received in your pay in either November or December last year. This included back pay to 1st April 2022. The ONLY unions able to negotiate School Support Staff pay, (namely UNISON, Unite and GMB), have already met to discuss the pay claim for 2023 and you will be consulted on this in the next few months.
You are not eligible or required to go on strike on the days that the NEU announce as we have not balloted you for this. It is only for those members who are a part of the National Education Union. Your school should remain open to enable you to go to work, if it is closed then you should be paid in full for the day, but you may be asked to do some work from home in that case.
What is really important is that you should not be asked to cover the work of striking staff on that day, whether that is a Teacher or a Support Staff colleague. Some TA's may cover classes as part of their normal responsibilities, but this would only be under the supervision of a Teacher who has prepared work for you to deliver. When a teacher is on strike it means they do not prepare work for that day, therefore you must not provide cover on that day if the Teacher or support staff colleague you are covering for is on strike. It is really important that you do not agree to do this or to do any work of a striking member of staff.

NATIONALISED CARE SERVICES REPORT
Today Unison Wales is launching a major report into the need for a nationalised care service in Wales.
The report by the Association for Public Service Excellence (APSE) and commissioned by UNISON Cymru/Wales, says people receiving care, as well as care workers, are being let down by the current system of commissioning, outsourcing and the need to turn a profit, and years of underfunding. The report will be launched today (Wednesday), in Cardiff Bay in the company of Welsh government ministers, council leaders and care workers.
It says the £1.2bn care market in Wales is dominated by private companies and no-one knows how much money is disappearing from the sector in profit or is wasted in the commissioning process.
It also says a handful of multinationals occupy a powerful position.
Ultimately owned by private equity firms, they target around 12 per cent profit return for investors, with a further 20 per cent or more of earnings going to fund interest, tax, depreciation, amortisation, rent and management costs.
This means front line care providers are left struggling to make ends meet, so they minimise costs by squeezing care worker wages and undermining the quality of care provision. UNISON argues, every pound of public money spent on social care should go towards the provision of that care and it has called on Welsh government to examine if the Welsh taxpayer is getting value for money.

MESSAGE FROM THE BRANCH CHAIR
"It's a crime what's going on. We've got workers not turning up for work because they can't afford the petrol. We've all been through the pandemic, and where's the thanks?
"Petrol is a big issue for our members, as is the cost of living in general. Food bills are going up. Heating's going up and we're being asked to work from home, so the heating costs are being passed to the workers with no extra home working allowances, no extra pay. People are broken, we've had enough.
"Let's be honest: this isn't something that's just happened. Poverty is an ideology."
Today's event took place in the shadow of government threats of more public sector cuts, raising fears of a return to austerity.
Where relevant, UNISON's members were also using the lobby as an opportunity to tell MPs about current pay disputes and ballots - in the NHS, higher education, the Environment Agency, the Food Standards Agency and the Care Quality Commission.

NJC PAY 2022 SETTLED
We are pleased to inform you that the NJC Pay award for 2022 has been settled and it has been agreed to accept the 2022 pay offer.
The Employers' Side has been informed and we have stressed the urgency of the pay increase and backpay being included in the earliest possible pay packet. I have emailed the Chief Executive and Leader of Caerphilly county borough council this morning asking for confirmation of this.
Discussions have already started on the 2023 pay claim and there is agreement that all Trade Unions need to act quickly and submit a claim in January. We will of course keep you updated as this work progresses.

NJC PAY BALLOT - UNISON RESULTS
The consultation closed on Tuesday 20 September and we have now received the national results.
UNISON members have voted to accept the pay offer. Of those who voted, 63.5% voted to accept the offer and 36.5% voted to reject.
There are three recognised unions involved in the local government pay talks: UNISON, GMB and Unite.
We now await the results of GMB's and Unite's consultations on 2022 pay, both of which will end in October.
Once all three unions have their consultation results, we will meet to agree a joint trade union position.

PAY CLAIM 2022
Dear Member,
Please find below a summary of the 2022 pay offer from the National Employers. It is stated to be a final offer.
• It's a one year consolidated offer, payable from 1 April 2022, for £1925 on all pay points
• 4.04% on all allowances
• Deletion of SCP1 from 1 April 2023. This is without prejudice to future negotiations regarding next year
• Increase of one day in annual leave for all staff from 1 April 2023
• No increase in NJC mileage rate, but writing to HMRC to lobby them to increase their rates
• Agreement to continue term time work, discuss family leave and pay discussions, and discuss homeworking policy
• Rejection of covid payment, homeworking allowance, reduction in the working week
The headline offer is worth 10.5% at the bottom end of the pay spine.
The NJC (National Joint Committee, trade union side) will be meeting on Friday 29th July to discuss the offer. Caerphilly Unison will keep you informed of any further developments.

COST OF LIVING CRISIS - BRANCH UPDATE
Dear Member,
We're hearing on a daily basis from members who are really struggling with the cost of living crisis. It's no exaggeration when we say that a growing number of our membership are having to make some really difficult decisions just to get through daily life. Dedicated public services workers should not have to choose between heating their homes, putting petrol in their vehicles or food on the table. This situation is not just unacceptable - it's a disgrace and entirely preventable!
As your Trade Union we can assure you that we are working tirelessly on all fronts to put pressure on those in power who can change the current situation.
So, what have we been doing?
We've been engaged in discussions with the Local authority on how we can work together to address the issues that are having the most immediate impact on our members at the moment. We recently undertook a survey of our membership to ask their views on how they have been affected by the cost of living crisis. We will be sharing this information with the local authority and the new Leader and Cabinet as we believe that a Home Working allowance is needed to address the significant rise in energy prices being experienced. Energy increases are affecting everyone but working from home is increasing these costs. We are clear - work shouldn't cost the employee!
The mileage rate is another cause for concern right now without a doubt. At the moment HMRC set the rates and the Chancellor of the Exchequer has failed to increase the current 45p rate despite pressure from trade unions and other parties to do so. But this doesn't mean to say that we can't vary these rates at a local level which we believe is badly needed. We are pushing for this to be done and for it to be increased to a level which is more reflective of the current cost of fuel.
We also intend to have discussions on our minimum rates of pay. Rhondda Cynon Taff and Swansea councils have both introduced a minimum £10 per hour rate of pay. We want to see this implemented in Caerphilly as this will help some of our lowest paid members of staff. If it can be done in other local authorities there's no reason why it can't be done here.
On a national level, we're waiting for a response from the Employers Side to our 2022 pay claim. We've asked for a flat rate pay increase of £2,000 or the current RPI rate, whichever is the greater, which will mean that everyone gets an increase and those on the lowest pay bands will get the boost so badly need. BUT, and it's a big BUT, we can't achieve a fair pay settlement without YOU getting involved. We know a pay rise is needed now more than ever - don't you agree?
Industrial action is the very last thing we want to do as a Union but if we need to take action we certainly will not shy away from it. However, the mechanisms to take action are very prescriptive because of the restrictions placed on Unions under the UK Trade Union Act. For us to be able to fight for the pay you deserve we need a 50% turnout - last year we got just over 14%! If we were to ballot it's really important that whichever way you feel you want to vote, that you VOTE. It's one cross in a box; it's one trip to the post box but a massive difference to you and everyone's pay packet.
Over the coming weeks we're planning to hold 'Unison Matters' webinars to share with you the details of the pay claim and to keep you updated on how you can get involved, and what we need you to do, so keep a check on your Inbox for more information coming soon.
